Representation concerns have been raised since the writing of the Declaration of Independence. These concerns have focused, in part, on how legislative districts are drawn.  This session will include a focus on Supreme Court and state legislative debates about redistricting (gerrymandering) and discuss how proposals for Puerto Rico and Washington, D.C. establishing statehood will impact representation in Congress.
